The program appears to be legit, but installed by someone with malicious intent on stealing information. I am afraid Qustodio will reinstall itself and the problem will return.
However the program is still installed and still running in the background (Which it keeps enabling itself). Disabling the components of Qustodio have fixed the internet browsers 100%. Removing DNS hijacker did not fix the main problem. I have so far really only found a DNS hijacker and Qustodio. Scanned for malware using Kaspersky, Norton, Roguekiller, Avast, JRT, ADWcleaner, MS safety scanner and malicious removal tool. They do download music from Frost Wire! I have removed Frost wire and all junkware. It appears to haven been installed the same time as some junkware programs were installed (Reimage). They have never heard of Qustodio and have no children.
All browsers stopped working except the advertising popups. Have a client with a Windows 7 computer and Avast FREE antivirus.
